Technically speaking, this is a Japanese hand sickle used for harvesting herbs, greens, and garden crops.

Practically speaking, it looks like something that was found hanging in a shed behind a noodle shop.

The deeply curved carbon steel blade is designed to pull through stems and plants with almost no effort. Farmers traditionally use tools like this to harvest everything from scallions to leafy greens.
